Current testnet evidence uses EIP-191 on secp256k1. Calling that quantum-resistant would be false. A legitimate path requires algorithm inventory, versioned signature envelopes, hybrid signatures, key rotation, and recovery drills before any claim.
The runtime cannot edit policy, promote live keys, select mainnet, replicate, or raise maximum possible loss. Those remain human decisions even after a long successful track record.
